The administrative reform policy in the field of human resources apparatur is focused on developing the competence of Civil Servants. Law number 5 of 2014 concerning State Civil Apparatus are followed up with Government Regulation number 11 of 2017 concerning Civil Servant Management, states that Civil Servants have the right and opportunity of at least 20 (twenty) lessons hours per year to develop managerial, technical and social culture competentecies. Consequently, central government agencies such as ministries, agencies and local governments should to develop of management competence through planning, implementation and evaluation to be efficient and effective. This paper attemps to address a key research question: How do government institution to planning, implementation, and evaluate competency development? Library research method used for data collection and used descriptive analysis technique. The result of the research showed that an assessment of competency gap through the assessment center method faces cost constraints because the number of Civil Servants is very large quantities; and in generally the government agencies have not yet set the competence standard of managerial, technical and social cultural competencies.
