Public service in Indonesia demanded to provide excellent service. In efforts to realize, The State Civil Apparatus (ASN) represents itself as a party that needs to be feared or uses the position as pushing for society. Afterward, the reorientation of leadership values is considered as a strategic approach in establishing leadership qualities. This paper discusses the prophetic leadership of Islamic perspective and how to facilitate. We argued the prophetic leadership can be applied in Indonesia public bureaucracy. Secondary data from the journals and books have used to prove that argument. The Qur'an and leadership of Prophet Muhammad are also referenced. Known triggers of prophetic leadership can be the result of imitating the Prophet Muhammad and also through social experience. The process of its formation lasted for a long time, it was concluded that this leadership had a chance to succeed in bureaucracy when ASN had religious maturity. Efforts to realize the prophetic leadership can begin by analyzing the level of religious maturity. Bringing spiritual nuance in the organization is considered sufficient to facilitate the mature ASN. Instead, top leaders need to reorient values in the vision and purpose of work. This paper also sees the need to review the selection of ASN candidates because existing practices tend to forget the side of spirituality.
