KINERJA ORGANISASI PEMERINTAHAN DALAM MENGHADAPI KRISIS PADA MASA PANDEMI COVID-19

Tujuan dari penelitian ini adalah menganalisis kinerja institusi pemerintah Indonesia dalam menghadapi krisis pandemi COVID-19 dengan fokus pada kepemimpinan Presiden Joko Widodo. Pandemi COVID-19 telah menimbulkan tantangan besar pada berbagai bidang pemerintahan, termasuk kesehatan, ekonomi, dan kebijakan sosial. Penelitian ini menggunakan pendekatan kualitatif, dimana awalnya penulis menguraikan latar belakang kepemimpinan presiden Joko Widodo. Data yang digunakan dalam penelitian ini adalah data sekunder berupa data dan informasi berupa sikap dan perilaku presiden Joko Widodo yang dilihat dari kebijakan-kebijakan yang diambil untuk penanganan krisis, informasi dari website resmi, dan hasil penelitian sebelumnya yang terkait dengan kepemimpinan Joko Widodo terhadap kinerja organisasi pemerintahan dalam menghadapi krisis. Analisis ini menggunakan teori kontingensi. Teori Kontingensi dari Fred Fiedler berfokus pada gagasan bahwa efektivitas seorang pemimpin sangat bergantung pada kesesuaian antara gaya kepemimpinan dengan situasi yang dihadapi. PEMANFAATAN APLIKASI SIKS-NG DALAM MENDUKUNG PENGAMBILAN KEPUTUSAN PROGRAM KESEJAHTERAAN SOSISAL DAN KEMISKINAN DI KABUPATEN PASAMAN

Penanggulangan kemiskinan dan peningkatan kesejahteraan sosial merupakan agenda strategis pemerintah yang membutuhkan dukungan sistem informasi yang andal. Data yang terintegrasi, terkini, dan terpadu sangat penting untuk pengambilan keputusan terkait inisiatif kesejahteraan sosial dan kemiskinan. Persoalan umum yang menghambat pelaksanaan program kesejahteraan sosial antara lain sasaran bantuan yang tidak akurat, adanya data yang tidak akurat, dan koordinasi antarlembaga yang lemah. Menanggapi persoalan tersebut, Kementerian Sosial Republik Indonesia menciptakan SIKS-NG, sebuah platform berbasis cloud untuk pengelolaan Data Terpadu Kesejahteraan Sosial (DTKS). Penelitian menggunakan metode penelitian kualitatif semu. Informan penelitian dipilih dengan menggunakan teknik purposive sampling. Teknik pengumpulan data melalui studi dokumentasi, observasi dan wawancara terbimbing dengan aparatur dan Operator SIKS-NG di Dinas Sosial Kabupaten Pasaman. Keabsahan data diverifikasi melalui triangulasi dan proses analisis data menggunakan teknik Manual Data Analysis Prosedure (MDAP). Karena mengandalkan pemeriksaan tanggapan informan dan data yang dikumpulkan selama wawancara untuk memperoleh kesimpulan. SIKS-NG membantu pengambilan keputusan program kesejahteraan sosial dengan mengikuti langkah-langkah yang diuraikan dalam model pendekatan Pengambilan Keputusan Berbasis Data (DDDM). Hasil penelitian disimpulkan bahwa aplikasi SIKS-NG berperan signifikan untuk meningkatkan ketepatan sasaran program, mempercepat proses verifikasi dan validasi data serta mendukung transparansi dalam distribusi bantuan. Proses pengambilan keputusan telah diinformasikan bahwa SIKS-NG telah diimplementasikan sesuai ketentuan yang relevan. Namun, masih menghadapi beberapa kendala dan tantangan dari segi infrastuktrur digital dan ketidaklayakan data yang disebabkan pemadanan data antar institusi pemerintah daerah belum optimal untuk menyelaraskan basis data SIKS-NG.

Persepsi Masyarakat Bungus Teluk Kabung Dalam Penggunaan QRIS Sebagai Alat Pembayaran Transpadang

Abstrak

Digitalisasi dalam sistem pembayaran semakin berkembang pesat, termasuk dalam sektor transportasi publik. Salah satu bentuk inovasi yang diterapkan adalah penggunaan QRIS (Quick Response Code Indonesian Standard) sebagai metode pembayaran non-tunai. Penelitian ini bertujuan untuk mengetahui persepsi masyarakat di Kecamatan Bungus Teluk Kabung terhadap penggunaan QRIS sebagai alat pembayaran pada layanan TransPadang. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan analisis data deskriptif. Keabsahan data menggunakan teknik triangulasi. Hasil penelitian menunjukkan masih terdapat sebagian masyarakat yang mengalami kendala dalam penggunaannya, seperti gangguan jaringan dan kesulitan teknis pada aplikasi dompet digital. Selain itu, karena jalur TransPadang di Bungus Teluk Kabung tergolong baru, diperlukan peningkatan layanan serta sosialisasi yang menyeluruh. Temuan ini menunjukkan bahwa semakin mudah suatu sistem pembayaran diakses dan dipahami maka semakin tinggi minat masyarakat untuk menggunakannya. Dengan demikian, persepsi masyarakat Bungus Teluk Kabung terhadap QRIS sebagai alat pembayaran TransPadang menunjukkan perkembangan positif yang berpotensi mendorong efisiensi dalam pelayanan transportasi publik.

Abstract

Digitalization in the payment system is growing rapidly, including in the public transportation sector. One form of innovation that is applied is the use of QRIS (Quick Response Code Indonesian Standard) as a non-cash payment method. This study aims to determine the perception of the community in Bungus Teluk Kabung District towards the use of QRIS as a payment method for TransPadang services. This study uses a qualitative research method with data collection techniques through interviews, observations, and documentation. The data analysis technique uses descriptive data analysis. The validity of the data uses triangulation techniques. The results of the study show that there are still some people who experience obstacles in using it, such as network disruptions and technical difficulties in digital wallet applications. In addition, because the TransPadang route in Bungus Teluk Kabung is relatively new, it is necessary to improve services and comprehensive socialization. This finding shows that the easier a payment system is to access and understand, the higher the public's interest in using it. Thus, the perception of the Bungus Teluk Kabung community towards QRIS as a payment method for TransPadang shows a positive development that has the potential to encourage efficiency in public transportation services.

Peran Badan Usaha Milik Nagari Dalam Pembangunan Ekonomi Nagari Di Nagari Pakan Sinayan Kecamatan Banuhampu

This study aims to analyze the role of the Village-Owned Enterprise (BUMNag) of Pakan Sinayan in the economic development of Pakan Sinayan Village, Banuhampu District, Agam Regency. BUMNag is an economic institution established to promote community empowerment and sustainable local resource management. In practice, BUMNag contributes through agricultural land management, home-based industry development, and entrepreneurship training programs for the community. These initiatives have proven effective in increasing income and creating employment opportunities within the village. However, BUMNag's operations face several challenges. Internally, limited human resources and weak managerial capacity pose significant constraints. Externally, low community participation and inadequate socialization by the village government have hindered optimal program implementation. Many community members still lack full understanding of the programs' benefits, resulting in low engagement levels. To address these issues, BUMNag has implemented strategic measures, including enhanced collaboration among village stakeholders, needs-based program development, and capacity-building through technical and managerial training. The study concludes that BUMNag's success largely depends on synergy between the village government, BUMNag management, and the community. With professional and participatory management, BUMNag has significant potential to accelerate inclusive and sustainable economic development in the village.

Implementasi Kebijakan Dalam Menjaga Ketersediaan Pupuk Bersubsidi Bagi Petani Padi di Kecamatan Gunung Tuleh Kabupaten Pasaman Barat

This research aims to assess the effectiveness of the evaluation of the implementation of fertilizer subsidy policies for rice farmers in Gunung Tuleh District, West Pasaman Regency. The background of this research is the suboptimal distribution of subsidized fertilizers and the limited availability of fertilizers for farmers. This study was conducted using a qualitative approach, employing data collection techniques through interviews and document analysis. The results indicate that the implementation of the subsidized fertilizer distribution policy in Gunung Tuleh District, West Pasaman Regency, is proceeding well. It starts from the arrival of fertilizers from companies to the Regency/City, which are handed over to distributors and retailers who sell them to farmers' groups, and this process is done effectively. The implementation of the subsidized fertilizer distribution policy in Gunung Tuleh District, West Pasaman Regency, has been effective, as the distribution of subsidized fertilizers to farmers and farmers' groups meets their needs.

Persepsi Masyarakat terhadap Implementasi Sistem Informasi Layanan Elektronik Terintegrasi Online (SILETON) di Disdukcapil Kabupaten Agam

Public perception of the Integrated Online Electronic Service Information System (SILETON) service at the Population and Civil Registration Office of Agam Regency is still diverse. There are several factors that influence public perception of SILETON services. This study aims to identify public views on SILETON services and the factors that influence public perception of SILETON services. The research method used is a descriptive qualitative approach, with data collection through interviews and direct observation. The results of the study indicate that this service has provided convenience and efficiency in managing population administration documents. SILETON is considered a useful innovation, especially because it can save time, costs, and energy, and allows people to access services flexibly without having to come directly to the Disdukcapil office. However, there are still several factors that influence public perception of the use of SILETON services, including uneven networks in remote areas, technical factors in the SILETON application, the level of community education, and the lack of socialization carried out by the Population and Civil Registration Office.

Implementasi Aplikasi Polri Super App Presisi Untuk Pelayanan Surat Keterangan Catatan Kepolisian (Skck) Di Polres Solok Selatan

This study aims to analyze the implementation of the Polri Super App Presisi application in the service process of issuing Police Record Certificates (SKCK) in the jurisdiction of Polres Solok Selatan. The background of this research is based on ongoing complaints from the public regarding the less than optimal effectiveness of the application’s implementation in the online SKCK issuance process introduced by the Indonesian National Police. This study uses a qualitative approach, with data collection techniques through interviews, observations, and documentation. Informants were selected using purposive sampling, totaling 10 people. Data were analyzed using Sugiyono’s method through the stages of data reduction, data presentation, and conclusion drawing. The research results indicate that the implementation of the Polri Super App has been carried out appropriately and effectively. Additionally, the application provides significant benefits to the community of Solok Selatan Regency. In the program’s implementation, socialization of the Polri Super App was also conducted across various layers of society.
